
As he steps into the role of interim Director of Planning and Community Development for the City of Brockton, Elijah Romulus brings more than a decade of experience across the full spectrum of planning in city, regional, and town meeting forms of government. A proud Brockton native and Brockton High School graduate from the Class of 2007, Elijah credits much of his success to his upbringing in Brockton and his Haitian heritage. He earned a bachelor’s degree in Mechanical Engineering from Rochester Institute of Technology and a master’s degree in Urban Planning and Environmental Policy from Tufts University.
Throughout his career, Elijah has drafted and advanced city ordinances and town bylaws, secured millions of dollars in infrastructure and energy efficiency grants, developed climate action, hazard mitigation, and disaster preparedness plans, and collaborated with developers to permit numerous multi-million-dollar construction projects. He steps into this position with both a strong sense of responsibility and genuine enthusiasm for serving the community and helping shape Brockton’s future.
As interim Director of Planning & Community Development, Elijah will play a key role in guiding the city’s growth and vibrancy. The position oversees staffing and support for several boards and commissions, including the Planning Board, Conservation Commission, and Brockton Redevelopment Authority, while also managing the day-to-day permitting of construction projects ranging from Accessory Dwelling Units to large-scale mixed-use developments. The role also leads long-term planning initiatives such as updating master plans, administering Community Development Block Grant funding to support Brockton’s underserved populations, and advancing economic development projects that create opportunity for residents, business owners, and stakeholders across the city.
