Lovett Brook Phase II
Urban Renewal Plan
With the support of MassDevelopment, the City is beginning work on developing an Urban Renewal Plan for the Lovett Brook area, based on the recommendations found in the Land Use Plan adopted in 2022. The site has the potential to become a vibrant mixed-use district that could support the life sciences industry, Brockton's housing needs and create amenity and retail spaces for the public to enjoy. The plan seeks to address the underutilization and irregular parcels and also create the potential for new jobs in the area while still retaining some existing businesses.
Lovett Brook Form Based Code
Our current efforts involve amending the Brockton Zoning Code to continue the work started in Phase I of the Lovett Brook Land Use Plan. The City is exploring a new form of zoning regulation called Form Based Code that allows a more delicate approach to land uses than our current zoning. Form Based Code is about creating vibrant neighborhoods with a mix of uses that support walkability and community building.
We are currently working with a Steering Committee made up of Lovett Brook residents, business and property owners to guide our efforts..

Lovett Brook Phase I
Land Use Study and Plan
The City developed a land use plan for the Lovett Brook area, which was adopted by the Planning Board in 2022. With the support of MassDevelopment, the entire planning process spanned across 9 months. Community input was integral to the land use study and so the City utilised online surveys and public meetings to engage with the public during this process. Phase II is set to begin in 2024.
