Lawrence Rowley joined the City of Brockton’s Department Works in February 1980, working various positions before being appointed to his current position of Commissioner of the Department of Public Works in February 2015; he currently has over 38 years of experience with the City. Responsibilities in his role are to manage all operations and personnel in the Department of Public Works inclusive of the following Divisions: Administration, Operations, Refuse, Engineering, Water and Sewer, including preparation of the Public Works budgets; directing and assigning personnel in accordance with the collective bargaining agreements, civil service regulations and city ordinances; directing construction of public works projects, including street reconstruction, infrastructure and treatment plant improvements, operations and maintenance; managing snow operations and working with the Mayor, City Council, Board and Commissions, Federal and State Agencies as well as other outside agencies.
