PARK COMMISSION
MEETING OF WEDNESDAY, JUNE 3RD, 2026
The Park Commission held their Meeting at 7:00 p.m. on Wednesday, June 3rd, 2026 in their office, located at 45 Meadow Lane, Brockton, MA. There being a proper quorum, the meeting was called to order by Commissioner Paul Tantillo. Present were Commissioner Billy Anderson, Commissioner Michael Avilla, Superintendent Timothy W. Carpenter and Administrative Assistant Rene’ Brown. Chairman Charles Studenski and Commissioner Ulisses Varela were absent.
Motion was made by Commissioner Anderson and seconded by Commissioner Avilla to accept the minutes of the April 8th, 2026 meeting. Motion carried.
A discussion and presentation for the $200,000 state appropriation was held for the improvements at Puffers Playground. The public was invited and abutters were notified by mail. Superintendent Carpenter presented several different scenarios including but not limited to restoration of the existing basketball court, installation of new swing sets and typical playground climbing equipment, field and off-street parking improvements. There are special conditions of what can be done and where due to the abutting conservation land and flood plan. Councilor Jeff Thompson inquired about cost and Councilor Avilla inquired about the age of the general population and children in the area. Superintendent Carpenter stated at this date, a swing set and climbing equipment with wood chips is approximately $150,000 as is and the difference can be used for path or parking improvements. Puffers is also tightly surrounded by residential homes, that have families to utilize the park. The appropriation must be expended and built by the end of the year. After the discussion, it was the overall conscience to use the funds for the swing set, climbing equipment and with the remaining funds to be used for path and parking improvements.
A discussion of the Little Giants Sports Camp was held. Mr. Barbosa presented his vision for his program with the help of Play 360 NFL Flag football structure. He stated that he needed to gather information for future planning to expand his sports program.
Superintendent Carpenter updated the Commission with the Golf Pro Update. The early-season rollout of the new motorized golf carts has been met with an overwhelmingly positive response. The revenues are stable despite 12 rain-impacted days. He has already scheduled the Community Outreach Programs and tournaments.
The revenues for the month of April was $184,590 which is $42,233 more than April, 2025. The month of May’s revenues was $269,345 which is $50,898 more than May, 2025. The Year to Date revenues up to June 2, 2026 is $461,545 which is $23,531 increase from this point last year. The YTD rounds are down by 168 however, the cart rounds are up by 152 rounds. With opening 2 weeks later, 12 rain impacted days and two days of closure due to aeration, this is set up to be a good year.
Conditions at the golf course includes the two days of aeration and an improved cart path. However, the pumphouse’s steel pipe that delivers to the golf courses irrigation has sprung a leak. It has been temporarily repaired to a drip. He has received several quotes for repair and replacement of the pipe.
Superintendent Carpenter reported that the Park employees are dealing with field maintenance as the general foreman is out for the near future and three mowers are down. There have been six trees down from the recent wind storm. Mulberry St. Playground mini-pitch ribbon cutting will be on June 10th at 10:00 a.m. The MVP Grant will be wrapped up by the end of June.
As for the pools, the Manning Pool is scheduled to be opened on June 29th and the Cosgrove Pool on July 6th. Community Schools and Old Colony Y will be in charge of the lifeguards for the pools.
The Park Department Budget will be heard on June 9th by the City Council.
Motion was made by Commissioner Avilla and seconded by Commissioner Anderson to adjourn at 8:26 p.m. Motion carried.
