The License Commission held its regular monthly meeting on Thursday, May 21, 2026, in the G.A.R. Room, 45 School Street. Present were, Commissioners, Scott D. Uhlman, Janet Landerholm, Robert Simpson, and Susy Barros, Administrative Assistant Synthia Olivier, Lt. David Farrell, Deputy Chief Brendan Weeks.
- Approval of the Minutes of the Regular License Commission Meeting of April 16, 2026, and Special Meetings of April 6, 2026 and April 28, 2026.
- Approval of the following police officers as license agents from May 21, 2026 to June 18, 2026; Lieuts. David Farrell, and William Schlieman; Sgts. Matthew Graham, Rich Colon and Mark Duhamel; Captain John Hallisey and William Hallisey; Dets. Thomas Hyland, Ryan Quirk, Michael Micciche, George Almeida, Ernie Bell, Santiago Cirino, Tim Donahue, Joe Miranda, Shannon Murray, Mike Bunker, William Devine, Matt Farrell, Frank Lopez, Gary Mercurio, Salissa Lopes, Derek Salamone.
A motion was made by Commissioner Simpson to approve the license agents as listed from May 21, 2026, to June 18, 2026. The motion was seconded by Commissioner Landerholm and made unanimous by vote of the members present.
- Hearing on a request from Jay Auto Exchange for a Class II Used Car Dealers license at 102 & 87 North Montello Street, Brockton, MA.
Present was no one.
A motion was made by Commissioner Simpson to move the agenda item to the June Meeting. The motion was seconded by Commissioner Landerholm and made unanimous by vote of the members present.
- Hearing on a request from the Brockton License Commission to Atlantic Medicinal Partners, Inc., for failure to renew/complete the Retail Marijuana license at 4 Main Street, Brockton, MA.
Present was no one.
A motion was made by Commissioner Simpson to move to agenda item to the June meeting. The motion was seconded by Commissioner Landerholm and made unanimous by vote of the members present.
- Hearing on a request from Brockton Arts, Inc., for a Special One Day Permit to Sell Wine and Malt Beverages for a Brockton Summer Gala to be held on June 20, 2026, at 1 Feinberg Way, from 6:00 p.m. to 11:00 p.m.
Present was Mr. Jeremie Marcellus of 38 Nelson Drive, Randolph, MA, and Mr. Jim Stapleton of 90 North Ash Street, Brockton, MA.
Mr. Marcellus stated that he was asked by the organization of teachers who is in the process of getting their 501c3 to assist them with their fundraiser. He has been asked to look over the paperwork and make sure everything is in order. They are hosting the event at the Shaw’s Center, and they need Brockton Arts to provide the alcohol and license for the event. They will be in charge of obtaining the one-day lease for the event.
Mr. Marcellus informed the board that Mr. Stapleton is present and can speak to that portion. If he is unable to secure the Shaw’s Center he does have two other options in the city. Chairman Uhlman asked Mr. Stapleton if he has permission to use the Shaw’s Center? Mr. Stapleton replied, he has been waiting to hear back from Ms. Marrow in the Mayor’s office. He did go to the Shaw’s Center with Mr. Depina to see the facility, and he was under the impression that he was all set.
Mayor Rodrigues texted him six weeks ago and he thought they were good to go. He became aware last week that they do not have the official contract. They can’t use their non-profit number yet, so they are using Brockton Arts. The money that is raised is used for the schools, and to pay for field trips. Chairman Uhlman opened the meeting to the public and asked if there was anyone in favor or opposition, and if there were any elected officials that would like to be heard. He closed that portion of the hearing and opened it up to the Commissioners.
Mr. Stanton came forward in favor of the application, and stated they have run a number of gala’s over the last 3-4 years, and it was fantastic and hopes they will grant the permit. The kids really get something out of this, and it is helping prepare the kids for their next step in high school and beyond. Councilor Phil Griffin came forward in favor of the application, and stated he has been involved with Mr. Stapleton and his fundraising group for the last three years, and they have done some really incredible work with the students at South Jr. High.
They help raise money to assist with an underfunded school budget. There may be some issues with the agreement, but he thinks everything will work out and he encourages the board to vote in favor. Lt. Farrell had no objections from the police department. Deputy Chief Weeks had no objections from the fire department and stated that he recently found out that there is no fire alarm shut-off to turn the music off if the alarm goes off due to its cost.
The Building Commissioner stated it is not going to be installed anytime soon, so a crowd manager will have to closely monitor the fire alarm system, and if it goes off ensure the music is shut-off. If, not the music must be maintained low enough that a fire alarm can be heard. This will be maintained for every event held there until the device is installed. Chairman Uhlman asked them if the event is ticketed and will there be food? Mr. Marcellus replied, he believes so. Chairman Uhlman asked them where they were getting the alcohol? Mr. Marcellus replied, the same place as usual. The Chairman replied, Martinetti’s.
Chairman Uhlman stated the application states 200 people and he suggested they have 1 police detail on city property for liability reasons.
A motion was made by Commissioner Simpson to approve the permit pending approval from the city to use the Shaw’s Center, and stipulations set by the city departments. The motion was seconded by Commissioner Landerholm and made unanimous by vote of the members present.
- Hearing on a request from Brockton Arts, Inc., for a Special One Day Permit to Sell Wine and Malt Beverages for a Paint Night Series to be held at 50 Centre Street from 7:00 p.m. to 10:00 p.m., on the following dates;

July 25, 2026
Present was Mr. Jeremie Marcellus of 38 Nelson Drive, Randolph, MA.
Mr. Marcellus stated this is their monthly paint nights at 50 Centre Street, and this is their third year. They are requesting beer and wine from 7:00 p.m. to 9:00 p.m., although the application says 7:00 p.m. to 10:00 p.m. Dahlia will be bartending at the paint nights from now on, as he will now be focused on crowd management. Deputy Chief Weeks had no objections from the fire department and requested they have a crowd manager present.
Lt. Farrell had no objections from the police department. Chairman Uhlman opened the meeting to the public and asked if there was anyone in favor or opposition, and if there were any elected officials that would like to be heard. He closed that portion of the hearing and opened it up to the Commissioners. Councilor Jeffrey Charnel came forward in favor of the application. The Commissioners yielded.
A motion was made by Commissioner Simpson to approve the permit. The motion was seconded by Commissioner Landerholm and made unanimous by vote of the members present.
- Hearing on a request from Brockton Council on Aging for a Special Event Permit for the Annual World Elder Abuse Awareness Day March to be held on June 16, 2026, beginning at 10 Father Kenney Way and ending at 144 Main Street, from 11:00 a.m. to 2:00 p.m.
Present was Ms. Lauren Conrad of 1124 Washington Street, Bridgewater, MA.
Ms. Conrad stated this is their annual event they have held for ten years. It is a march that starts at Father Kenney Way down to Old Colony Elder Services, at 144 Main Street and then back to the COA. They have reached out to the police department to assist with crossing on the side streets, and Main street for the event. As far as parking they have the COA, and St. Joseph’s next door, and have asked the police department for 1 detail to help with crossing from the parking lot at St. Joseph’s to the COA. They have about 140 people and it should be an awesome great event.
Chairman Uhlman opened the meeting to the public and asked if there was anyone in favor or opposition, and if there were any elected officials that would like to be heard. He closed that portion of the hearing and opened it up to the Commissioners. Councilor Jeffrey Charnel came forward in favor of the application, and stated that prior to being a City Councilor he sat in the Chairman’s seat for the License Commission.
This event has been going on for a long time, other than during COVID, and they have always run a good event and asks the Commission to recommend favorably. Lt. Farrell had no objections from the police department and asked them to coordinate with Captain Porcaro. Deputy Chief Weeks had no objections from the fire department.
A motion was made by Commissioner Simpson to approve the permit pending sign-offs from police. The motion was seconded by Commissioner Landerholm and made unanimous by vote of the members present.
- Hearing on a request from Freres Reunis #597, Inc., for a Special Event Permit for a Saint John’s Walk to be held on June 27, 2026, beginning and ending at 54 North Main Street, from 7:00 p.m. to 7:45 p.m.
Present was Mr. Wilce Mascary of 600 North Montello Street, Brockton, MA.
Mr. Mascary stated they intend to have a walk to celebrate St. John their patron from Main Street to Spring Street and back to Main Street. Chairman Uhlman opened the meeting to the public and asked if there was anyone in favor or opposition, and if there were any elected officials that would like to be heard. He closed that portion of the hearing and opened it up to the Commissioners.
Lt. Farrell had no objections from the police department, and told him to keep the groups on the sidewalks. Deputy Chief Weeks had no objections from the fire department, and informed Mr. Mascary that the building does not have a current COI and he does not want anyone in the building.
Chairman Uhlman stated the application states that alcohol will be served inside, and we can’t issue a one-day permit with no COI. We can permit the walk, but no one should be in the building. Chairman Uhlman asked Deputy Chief Weeks if they have applied for a permit? He replied, it is pending, his inspector was there and they were making electrical renovations. The Commissioners yielded.
A motion was made by Commissioner Simpson to approve the Special Event permit for the walk. The motion was seconded by Commissioner Landerholm and made unanimous by vote of the members present.
- Hearing on a request from Ivancho Records, LLC for a Special One Day Permit to Sell Wine and Malt Beverages for an Ecuafest 2026, Event to be held on August 16, 2026, at 2077 Main Street from 11:00 a.m. to 8:00 p.m.

A motion was made by Commissioner Simpson to move the agenda item to the end of the meeting. The motion was seconded by Commissioner Landerholm and made unanimous by vote of the members present.
- Hearing on a request from Shovel Town Brewery, for a Special One Day Permit to Sell Wine and Malt Beverages, for an Event to be held at Fuller Craft Museum, 455 Oak Street, from 10:00 a.m. to 5:00 p.m. on the following dates;

Present was Mr. Frank Alteri of 10 Balsam Lane, North Easton, MA, and Ms. Shareeka Knapp of 45 Hillberg Avenue, Brockton, MA.
Ms. Knapp stated she is the event coordinator and program manager at the Fuller Craft Museum and the are hosting their 3rd annual craft fair. This year they are trying to make it bigger using the 501c3 non-profit to raise money for the museum. They decided this year to bring in Shovel Town Brewery, food trucks, vendors. There will be fifty artists indoors and outdoors. Chairman Uhlman asked Mr. Alteri if he is a wholesaler? He replied, he is a wholesaler, distributer and manufacturer.
Chairman Uhlman asked his former colleague Councilor Jeffrey Charnel if they are allowed to have two licenses on the same property? Councilor Charnel stated they have to come before the Commission for service outside only, and no alcohol from outside is allowed inside the building. Ms. Knapp replied, they will not be serving alcohol that day, and all of the revenue is for them. The revenue generated from the artists they will keep. No food or drinks are allowed inside the gallery.
Chairman Uhlman asked Ms. Knapp if they will have parking? She replied, they have parking in the back and she can provide a second lot. Chairman Uhlman suggested she block off the entrance completely for the safety of the people coming off Oak Street. Ms. Knapp replied, she will have signs made for parking and events. Chairman Uhlman opened the meeting to the public and asked if there was anyone in favor or opposition, and if there were any elected officials that would like to be heard. He closed that portion of the hearing and opened it up to the Commissioners.
Councilor Jeffrey Charnel came forward in favor of the application, and stated Fuller Craft has activated their space over the last few years and they do a great job. He has been to many events at their venue and they do a tremendous job with security and functionality. These people know how to do it better than anything he has seen in the city, and he asks that the board make a favorable recommendation.
Deputy Chief requested two crowd managers and will need some sort of vehicle protection so no one will drive into the area, and it must be removable. Lt. Farrell had no objections from the police department. Chairman Uhlman asked the what they were expecting for a crowd? Ms. Knapp replied, this is the first year they are doing registrations because last year they did not get many people. They will also have on-site security. Commissioner Simpson requested they contact ISD to get permits for the food trucks.
A motion was made by Commissioner Simpson to approve the permits pending all sign-offs from ISD. The motion was seconded by Commissioner Landerholm and made unanimous by vote of the members present.
- Hearing on a request from Antonis Kotsis, dba Westside Pizza for a Common Victualer license at 35 Torrey Street, Brockton, MA.
Present was Mr. Antonis Kotsis of 5 Dahlia Street, Rockland, MA, and his daughter.
Mr. Kotsis stated they are planning on opening Westside Pizza in Brockton. They have all of their inspections except for the Health Department. The inspector will be there tomorrow morning for the final inspection. Chairman Uhlman asked them if they have submitted the inspections to the License Commission? She replied, no. Chairman Uhlman asked her to turn them in to Synthia.
Chairman Uhlman opened the meeting to the public and asked if there was anyone in favor or opposition, and if there were any elected officials that would like to be heard. He closed that portion of the hearing and opened it up to the Commissioners. Councilor Jeffrey Charnel came forward in favor of the application, and stated these people are taking over for the Arvanitidis family that owned Westside Pizza, and in speaking to the former owners they are more than qualified to run this business.
The business has been closed and shuttered for sometime and he wants his lemon soup, and asks that the Chairman and Commissioners favorably grant their application. There were no objections from police or fire. Commissioner Landerholm asked if they turned in their floor plan? Chairman Uhlman informed them that they must turn in a floor plan showing seating and the numbers of seats they want. Ms. Kotsis stated they will provide one tomorrow or Tuesday. Chairman Uhlman asked them if they are keeping the same seating as the previous owners? She replied, yes.
A motion was made by Commissioner Simpson to approve the Common Victualer license with seating per the previous Common Victualer license, floor plan and all sign-offs. The motion was seconded by Commissioner Landerholm made unanimous by vote of the members present.
- Hearing on a request from Cape Cod, Café, Inc., for an Entertainment license at 979-981 Main Street, Brockton, MA.
Present was Mr. Jonathan Jamoulis of 29 Highland Street, Halifax, MA.
Mr. Jamoulis stated they ripped out the partition to get a more open feel and would like to have trivia nights and some karaoke. Chairman Uhlman stated he has been there since the renovations and he likes the display in the backroom. Chairman Uhlman opened the meeting to the public and asked if there was anyone in favor or opposition, and if there were any elected officials that would like to be heard. He closed that portion of the hearing and opened it up to the Commissioners.
Councilor Jeffrey Charnel came forward in favor of the application, and stated obviously the Jamoulis family is a staple in our community and do good work everyday feeding us that bar style pizza. He was in the restaurant and the renovations are immaculate with the Cape Cod logo. He didn’t know they did not have an entertainment license, he thought he saw one on their wall, but asks the Commission to grant this application and let them flourish in the city.
Councilor Philip Griffin came forward in favor of the application, and stated they are a legendary Brockton business nationally known and a great family. They do everything by the book and what the city requires, and hopes the board will support this. There were no objections from police or fire. Commissioner Simpson asked if we have an updated plan from the alteration? Chairman Uhlman informed Mr. Jmaoulis that he must file an Alteration of Premises with the state, and asked him if they pulled building permits? He replied, his contractor did. Chairman Uhlman stated you must notify the state that you made alterations to a licensed liquor establishment. Mr. Jamoulis stated all they did was remove the partition.
Commissioner Simpson stated that It is in their best interest to submit a plan, and asked them if they are plugged into a system? Deputy Chief Weeks replied, they do not need a fire alarm system because they are grandfathered in. Chairman Uhlman asked Mr. Jamoulis to reach out and file with the ABCC. Councilor Charnel stated he does not believe this is an alteration because nothing structural was done.
A motion was made by Commissioner Simpson to approve the Entertainment license pending a new seating plan. The motion was seconded by Commissioner Landerholm and made unanimous by vote of the members present.
- Hearing on a request from Tom Tom Restaurant, LLC, dba Tom Tom Restaurant, Manager-Raymond Labady makes application for a Wine and Malt Beverages Restaurant license at 21 Torrey Street, Brockton, MA.
Present was no one.
A motion was made by Commissioner Simpson to move the agenda item to the end of the meeting. The motion was seconded by Commissioner Landerholm and made unanimous by vote of the members present.
- Hearing on the request from Florencio Lopes, dba Morabeza Restaurant and Pub, Manager-Florencio Lopes makes application for an Alteration of Premises on an All Alcoholic Beverages Restaurant license at 581 Main Street, Brockton, MA.
Present was Mr. Florencio Lopes of 61 Hancock Street, Dorchester, MA, and Ms. Eloisa Spinola of 418 Ash Street, Brockton, MA.
Mr. Lopes stated they want a patio license so they can serve food and help out their clients the way they want it to be. Ms. Spinola stated they want to do an alteration of premises to include the back patio as a space where they can serve food and alcohol, especially for the summer games, and the World Cup. It will help their pockets, after opening in October of last year, and the restaurant in January of this year. They have three levels at the establishment, restaurant on the first floor, lounge in the basement, and a nightclub on the third floor. They would like to include this space so they can serve their patrons better.
They would love to host all of the games, and they have ordered a giant screen for the outdoors and hopes to be able to use it. Chairman Uhlman opened the meeting to the public and asked if there was anyone in favor or opposition, and if there were any elected officials that would like to be heard. He closed that portion of the hearing and opened it up to the Commissioners.
Councilor Philip Griffin came forward in favor of the application, and stated this group has done a tremendous job with that property, and everyone knows that was down and out for over a decade. The investors have put a lot of money into the property and are trying to expand their business, so they can be more profitable. They have abided by every stipulation proposed by the city and are willing to continue to do that, and encourages the board to vote favorably.
Councilor Jeffrey Charnel came forward in favor of the application, and stated he in favor of their request as well. Like his colleague stated the owners have made a significant investment in the City of Brockton. He has not received any complaints from the neighbors, and they abide by all the rules. They have spoken to him on several matters and he has been able to give them guidance. They listen and they are good business people, and will be a tremendous asset if we allow them to do this especially during the World Cup.
As we all know in 10-15 days the World Cup fiasco will explode giving the businesses the opportunity to capitalize, and for the city this is paramount. They have invested in the city and we should allow them to recoup by allowing these events outdoors. He doesn’t know of any other business woman that will follow the rules like this young woman here, and asks that the Chairman and Commissioners to vote in favor. He thinks this will be an asset to the community.
Capeverde and Haiti are both in the games, it is important that we allow responsible businesses to partake in the festivities. Ms. Spinola stated they just got a license for an outdoor event and it went off without a hitch last Saturday. Chairman Uhlman stated he was there tonight and asked her how they got all that stuff back in there? She replied, they worked hard to take it all back out. Lt. Farrell stated he had no objections however he needs clarification on the numbers. Ms. Spinola stated that they gave Deputy Chief Weeks a new plan.
Chairman Uhlman stated he has 3,100 square feet, and 465 for the patio. Commissioner Landerholm asked her if the occupancy is 600 or 800? She replied, 600. They had the engineer re-do the plan because of the shipping container. Deputy Chief Weeks had no objections with the alcohol license outside, but he does have concerns with the occupancy and the numbers must be followed closely. He informed her that the fire department does not set the occupancy, the Building department does and they are not here tonight.
This is something he looks at and considers, the actual occupancy needs to be reviewed by the Building department. Ms. Spinola stated that she spoke to William Forte and George Depina and they had no objections. Chairman Uhlman stated he has concerns with the neighbors and stated they have many houses in their backyard. The games have different start times, and after 11:00 p.m. they can go inside and watch it on the 9×6 screen in the lounge area. Commissioner Simpson stated if there is a noise complaint we can roll-back their hours. Chairman Uhlman stated it looks great, hope it stays that way.
A motion was made by Commissioner Simpson to approve the Alteration of Premises pending ISD occupancy number for the state. The motion was seconded by Commissioner Landerholm and made unanimous by vote of the members present.
- Hearing on a request from Brockton Food Services, LLC, dba Brockton Rox for a Change of Manager on an All Alcoholic Beverages General On Premise license at 1 Feinberg Way, Brockton, MA.
Present was Mr. Connor Carey of 65 East Washington Street, Attleboro, MA.
Mr. Carey stated he is the new general manager for Brockton Rox Baseball team. Brockton Food Services is their partner and they are looking to switch it to his name as the GM. Chairman Uhlman stated he did some research and he has been all over the country with baseball. He replied, a little bit. Chairman Uhlman opened the meeting to the public and asked if there was anyone in favor or opposition, and if there were any elected officials that would like to be heard. He closed that portion of the hearing and opened it up to the Commissioners.
Lt. Farrell had no objections to the change of manager, but they did not have a police detail at games last weekend and it was an agreement they made with the city. The Captain went there last year to speak to them. Deputy Chief Weeks had no objections from the fire department. Chairman Uhlman asked Mr. Clary if he had experience with alcohol? He replied, he knows the basics and his crew is TIPS Certified. He is manager of operations. Commissioner Simpson suggested he get TIPS Certified.
A motion was made by Commissioner Simpson to approve the Change of Manager. The motion was seconded by Commissioner Landerholm and made unanimous by vote of the members present.
- Renewal of Common Victualer licenses for 2026.
A motion was made by Commissioner Simpson to approve the Common Victualer licenses. The motion was seconded by Commissioner Landerholm and made unanimous by vote of the members present.
- Hearing on a request from Ivancho Records, LLC for a Special One Day Permit to Sell Wine and Malt Beverages for an Ecuafest 2026, Event to be held on August 16, 2026, at 2077 Main Street from 11:00 a.m. to 8:00 p.m.
Present was Mr. Ivan Caz of 50 Danbury Drive, Methuen, MA.
Mr. Caz stated every year he works with another partner for the festival. He has his crowd manger certification. Chairman Uhlman opened the meeting to the public and asked if there was anyone in favor or opposition, and if there were any elected officials that would like to be heard. He closed that portion of the hearing and opened it up to the Commissioners. Chairman Uhlman asked him where he is getting the alcohol? He replied, he has it delivered. Commissioner Simpson informed him they must use a wholesaler.
Chairman Uhlman stated he has a letter from Councilor Susan Nicastro that she submitted for last year’s event and read it into the record. Deputy Chief Weeks requested 2 fire details, and 1 crowd manager. Lt. Farrell had no objections from the police department, and stated that they have indicated that they are hiring 3 police details and asked him to coordinate with the detail office. Commissioner Landerholm stated there is an over 55 community right behind there Skyview and last year they parked all along Skyview Drive. She informed him that they can’t park there and must use the parking lot.
Chairman Uhlman stated that we also received complaints from West Bridgewater, which has an elderly complex across the street. The elderly people on Matfield Street were calling the police department, and we got word of it. The speakers must face towards South Main Street away from the neighborhood. Commissioner Landerholm stated when they park along Skyview Drive it inhibits them. Deputy Chief Weeks replied, that would be the same if a fire truck needed access.
Chairman Uhlman suggested postponing the matter until they have everything in order. Chairman Uhlman asked him where the stage will be? and they must put barriers in place for safety. He suggested they face the stage towards the woods. Mr. Caz stated there will be no food on the day of the event just beer and wine. Commissioner Landerholm replied, you are going to have people drinking all day without food. Commissioner Simpson asked him how he would police underage drinking? He replied, using wristbands.
Commissioner Simpson suggested he get all of the logistics in order such as stage location, wholesaler information, plans, time definition, hours of operation, etc. Chairman Uhlman stated we normally request a safety plan for carnivals, this may need something similar. Chairman Uhlman asked Mr. Caz if he would like to postpone the agenda item to June or July? He replied, June.
A motion was made by Commissioner Simpson to postpone the agenda item to the June 18, 2026, meeting. The motion was seconded by Commissioner Landerholm and made unanimous by vote of the members present.
