LICENSE COMMISSION MEETING
6:00 P.M.

The License Commission held its regular monthly meeting on Thursday, April 16, 2026, in the G.A.R. Room, 45 School Street. Present were, Commissioners, Janet Landerholm, Robert Simpson, Christine Derome, Katrice Gerald, Abraham Belice, and Scott Uhlman via phone, Executive Assistant Silvia Carvalho, Lt. David Farrell, Deputy Chief Brendan Weeks.
- Approval of the Minutes of the Regular License Commission Meeting of March 19, 2026.
A motion was made by Commissioner Landerholm to approve the previously mentioned meeting of March 19, 2026. The motion was seconded by Commissioner Gerald and made unanimous by vote of the members present.

- Approval of the following police officers as license agents from April 16, 2026 to May 21, 2026; Lieuts. David Farrell, and William Schlieman; Sgts. Matthew Graham, Rich Colon and Mark Duhamel; Captain John Hallisey and William Hallisey; Dets. Thomas Hyland, Ryan Quirk, Michael Micciche, George Almeida, Ernie Bell, Santiago Cirino, Tim Donahue, Joe Miranda, Shannon Murray, Mike Bunker, William Devine, Matt Farrell, Frank Lopez, Gary Mercurio, Salissa Lopes, Derek Salamone.
A motion was made by Commissioner Landerholm to approve the license agents as listed from April 16, 2026, to May 21, 2026. The motion was seconded by Commissioner Derome and made unanimous by vote of the members present.

- Hearing on a request from Brockton Public Schools for a Special Event Permit for the Annual Huntington Parade to be held on May 22, 2026, at 1121 Warren Avenue, from 10:30 a.m. to 11:30 a.m.
Present was Dr. Karen Spaulding of 21 Calypso Drive, Brockton, MA.
Dr. Spaulding stated that this is an amazing event, and the 127th marching of the Huntington Parade with a deep and wonderful history. The parade is in honor of those who have served and those who serve. They are joined by the Gilmore, Downey, JROTC, and middle school bands. They are also supported by police, and fire, and the entire neighborhood comes out. Commissioner Simpson opened the meeting to the public and asked if there was anyone in favor or opposition, and if there were any elected officials that would like to be heard. He closed that portion of the hearing and opened it up to the Commissioners.
Commissioner Simpson stated this is a long-standing event in the city, and there has never been any issues. There were no objections from police or fire. Dr. Spaulding stated that Captain Porcaro is working with them.
A motion was made by Commissioner Landerholm to approve the permits. The motion was seconded by Commissioner Gerald and made unanimous by vote of the members present.

- Hearing on a request from Brockton Council on Aging for a Special Event Permit for the Annual World Elder Abuse Awareness Day March to be held at on June 16, 2026, beginning at 10 Father Kenney Way and ending at 144 Main Street, from 11:00 a.m. to 2:00 p.m.
Present was no one.
A motion was made by Commissioner Landerholm to move the agenda item to the end of the meeting. The motion was seconded by Commissioner Derome and made unanimous by vote of the members present.

- Hearing on a request from Annunciation Greek Orthodox Church for a Special One Day Permit to Sell All Alcoholic Beverages for a Greek Food Festival to be held at 457 Oak Street on the following dates;
May 15, 2026, from 11:30 a.m. to 9:00 p.m.
May 16, 2026, from 11:00 a.m. to 9:00 p.m.
May 17, 2026, from 11:00 a.m. to 6:00 p.m.
Present was Mrs. Paula Tsitsopoulos of 15 Athens Drive, Brockton, MA.
Mrs. Tsitsopoulos stated they have been hosting the min-festival for 20 years, and will follow the same set-up as in previous years. They will have a crowd manager and police details. Commissioner Simpson opened the meeting to the public and asked if there was anyone in favor or opposition, and if there were any elected officials that would like to be heard. He closed that portion of the hearing and opened it up to the Commissioners. Lt. Farrell had no objections from the police department. Deputy Chief Weeks requested they have a crowd maager.
A motion was made by Commissioner Landerholm to approve the permit. The motion was seconded by Commissioner Derome and made unanimous by vote of the members present.

- Hearing on a request from Massasoit Community College for a Special One Day Permit to Sell Wine and Malt Beverages for a Fundraiser to be held on May 13, 2026, at 1 Massasoit Blvd., from 4:00 p.m. to 8:00 p.m.
Present was no one.
Commissioner Simpson opened the meeting to the public and asked if there was anyone in favor or opposition, and if there were any elected officials that would like to be heard. He closed that portion of the hearing and opened it up to the Commissioners.
A motion was made by Commissioner Landerholm to approve the permit. The motion was seconded by Commissioner Gerald and made unanimous by vote of the members present.

- Hearing on a request from Nos Morabeza Corporation for a Special One Day Permit to Sell Wine and Malt Beverages for a Birthday Party to be held on May 16, 2026, at 581 Main Street, from 4:00 p.m. to 10:00 p.m.
Present was Ms. Eloisa Spinola of Ash Street, Brockton, MA, and Mr. Zezende Marcos of 17 Armor Bridgewater, MA.
Ms. Spinola stated they are hosting a birthday party for the club manager in the back of the building, all of the parking will be in the front. They will also use the school for additional parking. There will be live entertainment, food, and beer & wine service. This is a private event and it is not open to the public. Commissioner Simpson opened the meeting to the public and asked if there was anyone in favor or opposition, and if there were any elected officials that would like to be heard. He closed that portion of the hearing and opened it up to the Commissioners.
Councilor Phil Griffen came forward in favor of the application, and stated he supports the request. They run a good business, the building has been vacant for years and they have a clean record and hopes the board will go along with them. Chairman Uhlman informed the applicants that they must contact a distributer, and there is to be no comingling of alcohol. Lt. Farrell had no objections from the police department, and requested they coordinate with the detail office.
Deputy Chief Weeks had no objections from the fire department, and requested they have crowd managers present. Commissioner Simpson asked them if it is a ticketed event? Ms. Spinola replied, no it is a private event.
A motion was made by Commissioner Landerholm to approve the Permit. The motion was seconded by Commissioner Derome and made unanimous by vote of the members present.

- Hearing on a request from Father Bill’s & Mainspring, Inc., for a Lodging House license at 124 Manley Street, Brockton, MA.
Present was no one. Agenda item was moved to the May meeting.
- Hearing on a request from Best Friend Bar Restaurant, LLC, dba Best Friend Bar Restaurant, Manager- Nancy Pierre makes application for an All Alcoholic Beverages Restaurant, Common Victualer, Entertainment and Automatic Amusement Device license at 220-228 ½ Rear Belmont Street, Brockton, MA.
Present was Attorney Philip Nessralla of 1063 North Main Street, Brockton, MA, Mr. Yvener Cazeau of 615 North Montello Street, Brockton, MA, and Ms. Nancy Pierre of 249 Hillberg Avenue, Brockton, MA.
Attorney Nessralla stated that his client is seeking an All Alcohol Restaurant license at the formerly known George’s Café which was taken over and sold to Mr. Hamilton Rodrigues. Mr. Cazeau purchased the business, and is attempting to take it in a new direction separately from what happened previously. Ms. Nancy Pierre is the owner of the business, and Yvener worked very hard to secure a one million dollars loan for the business. They hope to do well in the city and have a successful business.
They have a full staff and everyone is TIPS Certified. Their business is strictly inside, there will be no alcohol outdoors. The city needs good restaurants with minimal outdoor activity and they will conduct themselves in a businesslike manner, and play by the guidelines. Commissioner Simpson opened the meeting to the public and asked if there was anyone in favor or opposition, and if there were any elected officials that would like to be heard. He closed that portion of the hearing and opened it up to the Commissioners.
Chairman Uhlman stated he hopes nothing happens, and asked them what are the hours of operation? Attorney Nessralla replied, they hope to have everything wrapped up by 1:30 a.m. Commissioner Simpson asked them if they are keeping the stage active? Deputy Chief Weeks stated he did not realize they were applying for an entertainment license, and will have to check the music shut-off. Attorney Nessralla stated the plan that was submitted is the current layout, he had an architect do a new plan.
Lt. Farrell had no objections from the police department. Deputy Chief Weeks will check the outlet tied to the alarm. Councilor Charnel stated that he is in favor of the application, and it is a great thing for the city.
A motion was made by Commissioner Landerholm to approve the All Alcoholic Beverages Restaurant, Common Victualer, Entertainment and Automatic Amusement Device license pending sign-offs and music shut-off. The motion was seconded by Commissioner Gerald and made unanimous by vote of the members present.

- Hearing on a request from GT 1, Inc., for a Class II Used Car Dealers license at 1181 Main Street, Brockton, MA.
Present was Mr. Gerson Saintcilien of 21 Heritage Hill, Lakeville, MA.
Mr. Saintcilien stated he is applying for a used car dealers license. He has a crew of young people and he would like to keep them busy and off the street. Commissioner Simpson opened the meeting to the public and asked if there was anyone in favor or opposition, and if there were any elected officials that would like to be heard. He closed that portion of the hearing and opened it up to the Commissioners. Councilor Jeffrey Charnel came forward in favor of the application. He stated that Mr. Saintcilien has been operating in the city for 15 years now, he keeps his place of business tidy and clean.
He is sure the applicant will work on fixing any stipulations, and feels that the license is more than warranted for that area. This will give him an ability to expand his business, and asks that the commission favorably accept his application. Chairman Uhlman stated there is no parking plan, so he does not know if he has a repair license. He is asking for 20 cars, I suggest we give him 4 cars and when he submits a parking plan we can revisit the numbers. We need a plan that shows everything on the opposite side.
Lt. Farrell had no objections from the police department, and stated he also had concerns with the plan and was not able to provide a final inspection. Chairman Uhlman asked him if he has a repair license? Commissioner Simpson stated that regardless of the vote, a plan must be submitted with the correct address. The plan must show, HP, customer, employee, 6 cars for sale. The board can vote on 6 cars, pending a plan, and the lot being striped and sign-offs.
At this time the plan must be amended to add 1185, if he plans to place vehicles there. Commissioner Simpson stated that he is applying for 1181 right now.
A motion was made by Commissioner Derome to approve the Class II Used Car Dealers license pending an updated plan showing 1181 as the address, adding customer spaces, HP space, employee spaces, and dimensions for 6 cars, as well as striping. The motion was seconded by Commissioner Gerald.

- Hearing on a request from Jay Auto Exchange for a Class II Used Car Dealers license at 102 & 87 North Montello Street, Brockton, MA.
Present was Mr. James Aighewi of 30 Goldfinch Drive, Brockton, MA.
Mr. Aighewi stated he is applying for a Class II Dealers license, and is the current owner of 27 Freight Street. Since he took over and cleaned it up, it has been clean and quiet. The neighbors have said they have never seen the place as clean as it has been, and will do the same with the dealership. The office will be at 87 North Montello Street and 102 North Montello Street is where the cars will be parked. He also informed the board that he has a repair license.
Commissioner Simpson opened the meeting to the public and asked if there was anyone in favor or opposition, and if there were any elected officials that would like to be heard. He closed that portion of the hearing and opened it up to the Commissioners. Chairman Uhlman informed Mr. Aighewi that state law mandates that the office must be in the same lot. They can’t be at separate addresses, and this is not a good fit.
Lt. Farrell stated the plan provided was not to scale, and questioned whether it would fit 7-8 cars. Trucks should be able to get in there, and it is impossible. The board needs a scaled drawing. Commissioner Simpson stated he has the same concerns with the access of vehicles getting in and out. The office must be at the same location, and he does not own it. The board asked Mr. Aighewi if it is a shared lot? He replied, yes.
Chairman Uhlman informed Mr. Aighewi that the board can vote on the agenda item or they can postpone, if he is not prepared. He opted to postpone, so he can get the property ready.
A motion was made by Commissioner Landerholm to postpone the agenda item to the May meeting. The motion was seconded by Commissioner Derome and made unanimous by vote of the members present.

- Hearing on a request from Mag’s Towing, Inc., for a Class II Used Car Dealers license at 73 Perkins Avenue, Brockton, MA.
Present was Mr. William Mag of 693 Plain Street, Brockton, MA.
Mr. Mag stated he is applying for a dealership license for 3-4 cars because he tows for the police department, and he can’t do anything with the abandoned vehicles. He would like to make extra revenue. Commissioner Simpson opened the meeting to the public and asked if there was anyone in favor or opposition, and if there were any elected officials that would like to be heard. He closed that portion of the hearing and opened it up to the Commissioners.
Councilor Jeffrey Charnel came forward in favor of the application and stated that Mr. Mag has been in the city for 37 years, an is an exceptional business. They help during the parade, and the family does not shy away. He would like to see them grow and flourish, they are not going to be like Ocean or Bourne’s. They are asking, so they can fix and sell cars from tows and asks the board for their humble approval.
Commissioner Simpson asked him to show the board the plan. Lt. Farrell asked him how many spots he was using? He replied, he has 14 spots on his land, but is requesting 3-4 cars along the fence. Deputy Chief Weeks had no objections from the fire department.
A motion was made by Commissioner Landerholm to approve the Class II Used Car Dealers license pending updated plan, seal coating and line painting. 3 cars for sale, 2HP, 2 customer spaces, 2 employee spaces. The motion was seconded by Commissioner Derome and made unanimous by vote of the members present.

- Hearing on a request from Avon Auto Brokers for a Transfer of a Class II Used Car Dealers license from 985 Belmont Street to 899 Main Street, Brockton, MA.
Present was Mr. Tom Cudworth of 899 Main Street, Brockton, MA.
Mr. Cudworth stated the board is aware that Mr. Nessen sold 985 Belmont Street and purchased 899 Main Street, and they must be out of there by the end of May. They are waiting on permits for the pre-fab office building, and will reseal the property. Commissioner Simpson opened the meeting to the public and asked if there was anyone in favor or opposition, and if there were any elected officials that would like to be heard. He closed that portion of the hearing and opened it up to the Commissioners.
Councilor Charnel came forward in favor of the application, and stated he is in favor of granting the transfer to 899 Main Street. The parcel of land is dilapidated, and in need of much repair and will be upgraded, and humbly asks the boards approval. They are good stewards in the city and we have never had any issues with them. Chairman Uhlman stated he has worked with Dana for twenty years, and he runs a good ship.
He requested that he pave, line, add customer spaces, employee spaces, HP, and 19 cars for sale. Mr. Cudworth replied, it will be resealed and lined when the awning is taken down. Chairman Uhlman stated ISD is not present tonight, but they may need a bigger fence because there is a dentist office there. Mr. Cudworth replied, Dana will have it taken care of. There were no objections from police or fire. Commissioner Simpson stated he shares the same sentiment as the Chairman please number the spaces.
A motion was made by Commissioner Landerholm to approve the Transfer pending sign-offs. The motion was seconded by Commissioner Derome and made unanimous by vote of the members present.

- Hearing on a request from Tom Nehl of Boston, Inc., dba Boston Freightliner for a Class I Dealers license at 2000 Main Street, Brockton, MA.
Present was Mr. Anthony Vigorito of 2000 Main Street, Brockton, MA.
Mr. Vigorito stated he and his brother are there now, and they are a new entity. They were approved as a parts center by Freightliner dealership, and believes it will be a good opportunity for people in the area. They are the number one brand in the country, and are based out of Florida with 600 employees, with a couple of people from Brockton. They are trying to become a better dealership for the area.
Commissioner Simpson opened the meeting to the public and asked if there was anyone in favor or opposition, and if there were any elected officials that would like to be heard. He closed that portion of the hearing and opened it up to the Commissioners. Councilor Charnel came forward in favor of the application, and stated they employ many people in the city and attracts surrounding towns. He is humbly requesting the board approve their application.
Chairman Uhlman stated he took a road trip to their Jacksonville location and he was very impressed, and they were vetted by Freightliner, if they were not they would have been shut down a long time ago and recommends their approval. Commissioner Simpson asked him if they are keeping the same information on the license as before? He replied, yes. There were no objections from police or fire.
A motion was made by Commissioner Landerholm to approve the Class I Dealers license with the same information as the license on file. The motion was seconded by Commissioner Gerald and made unanimous by vote of the members present.
