MINUTES
PARK COMMISSION
MEETING OF WEDNESDAY, APRIL 8TH, 2026

The Park Commission held their Meeting at 7:00 p.m. on Wednesday, April 8th, 2026 in their office,
located at 45 Meadow Lane, Brockton, MA. There being a proper quorum, the meeting was called to
order by Commissioner Paul Tantillo. Present were Commissioner Ulisses Varela, Commissioner Billy
Anderson, Commissioner Michael Avilla, Superintendent Timothy W. Carpenter and Administrative
Assistant Rene’ Brown. Chairman Charles Studenski was absent.

Motion was made by Commissioner Anderson and seconded by Commissioner Avilla to accept the minutes of the February l 8th, 2026 meeting. Motion carried.

Superintendent Carpenter updated the Commission on DW Field’s Revenues and conditions. The golf
course opened ori April 3rd and to date, the receipts are $28,060. Last year, the golf course
opened two weeks earlier on March 18, 2025. The year to date revenues for this time period was
$72,933 which is down by $44,873. He is not concerned as the Masters starts the beginning of the
golf season and the course opened two weeks earlier in 2025. The.golf course is in good shape with
no winter damage, however the Tee Boxes and Fairways are a little soggy.

The bond money has been approved by City Council, so he has started ordering the mowers and
sprayers including two new pickups; finalized the lease agreement for the Golf Cars and the Pro
Shop is fully staffed at the Golf Course. The Lunch room is in full operation.

As for the Parks, all schools and league permit which were received have been processed. His
meeting with the School Department has the Park Department permitting and maintaining the Compass
Middle Schools until November, 2026. The $25,000 state appropriation is earmarked for improvement
to baseball fields. He is planning on player benches at Brookfield and redesigning a minor field
for Post 35 Legion baseball. The work has been completed on the re-fabrication of the sword and
shield for Snow Clock.

Mulberry Street Playground’s mini pitch is scheduled for installation in early May and open in
June. A $200,000 state appropriation has been approved by City Council for Puffer’s Playground.
Letters to abutters will go out shortly. He met with the Finance Staff to go over FY27 Budget
Request. He is asking for a Maintenance Man and Greenskeeper and extra pool money for increased
expenses.

He discussed the MVP grant that encompasses the redesign of the roads and stormwater. He presented
the initial plans, with more to come including a public meeting scheduled at the end of April.


Motion was made by Commissioner Varela and seconded by Commissioner Avilla to adjourn at 7:50 p.m.
Motion carried.
