The License Commission held its regular monthly meeting on Thursday, March 19, 2026, in the G.A.R. Room, 45 School Street. Present were, Commissioners Scott D. Uhlman, Janet Landerholm, Robert Simpson, Christine Derome, Katrice Gerald, Abraham Bel ice, Executive Assistant Silvia Carvalho, Lt. David Farrell, Deputy Chief Brendan Weeks and George Depina.
- Approval of the Minutes of the Regular License Commission Meeting of February 19, 2026.
A motion was made by Commissioner Simpson to approve the previously mentioned meeting of
February 19, 2026. The motion was seconded by Commissioner Landerholm and made unanimous by vote of the members present.
5-0 - Approval of the following police officers as license agents from March 19, 2026 to April 16, 2026; Lieuts. David Farrell, and William Schlieman; Sgts. Matthew Graham, Rich Colon and Mark Duhamel; Captain John Hallisey and William Hallisey; Dets. Thomas Hyland, Ryan Quirk, Michael Micciche, George Almeida, Ernie Bell, Santiago Cirino, Tim Donahue, Joe Miranda, Shannon Murray, Mike Bunker, William Devine, Matt Farrell, Frank Lopez, Gary Mercurio, Salissa Lopes, Derek Salamone.
A motion was made by Commissioner Simpson to approve the license agents as listed from March 19,
2026 to April 16, 2026. The motion was seconded by Commissioner Landerholm and made unanimous
by vote of the members present.
5-0 - Hearing on a request from Brockton Arts, Inc., for a Special One Day Permit to Sell Wine and Malt Beverages for a Paint Night Series to be held at 50 Centre Street, from 7:00 p.m. to I 0:00 p.m., on the following dates;
April 25, 2026 May 30, 2026
Present was Mr. Jeremie Marcellus of 38 Nelson Drive, Randolph, MA.

Mr. Marcellus stated they have been hosting their paint nights on the last Saturday of every month for three years, and would like to serve beer and wine. Commissioner Uhlman asked Mr. Marcellus if they will have charcuterie at the events? Mr. Marcellus replied, this month they would like to offer food. George asked him to obtain food permits, and serve safe certificates. Deputy Chief Weeks requested they have a crowd manager present, and asked him if they will have background music? Mr. Marcellus replied, yes.
Lt. Farrell had no objections from the police department. Chairman Uhlman opened the meeting to the public and asked if there was anyone in favor or opposition, and if there were any elected officials that would like to be heard. He closed that portion of the hearing and opened it up to the Commissioners.
A motion was made by Commissioner Simpson to approve the permits. The motion was seconded by Commissioner Lande rho Im and made unanimous by vote of the members present. - Hearing on a request from Brockton Arts, Inc. for a Special One Day Permit to Sell Wine and Malt Beverages and Special Event Permit for a Block Party to be held at 33 Dover Street, on September 12, 2026, from 12:00 p.m. to 8:00 p.m.
Present was Mr. Jeremie Marcellus of 138 Nelson Drive, Randolph, MA.
Mr. Marcellus stated they are hosting a community event at 33 Dover Street, and Steve Torrey has given them permission. They will have a minimum of 2-5 food trucks for the event, and the stage will be setup like PROVA. The venue has 60 or more parking spaces with availability for parking across the street. They have also partnered with different businesses such as BAT to offer an art tour of the downtown area. They will start at BAT then walk to the library and end at Dover Street for the block party.
The beer and wine will be served inside Gallery-33, with cooling stations as you step out to the left of the food trucks, and they are working to promote the event. The Charity Guild will be doing a food drive the day of the event, where people can bring a canned food item. They are also partnering with the Fuller Craft Museum and will offer a shuttle from BAT Centre to the museum. The goal is to partner with many organizations for one day, and If there are any updates he will email the board.
Chairman Uhlman opened the meeting to the public and asked if there was anyone in favor or opposition, and if there were any elected officials that would like to be heard. He closed that portion of the hearing and opened it up to the Commissioners. Chairman Uhlman stated that he received an email from Councilor Jeffrey Thomson in favor of the event and read the letter into the record. Deputy Chief Weeks asked Mr. Marcellus about street parking for medical apparatus, and what he plans on using as a physical barrier to keep cars from going into the parking lot.
He told Mr. Marcellus that he must maintain a moveable barrier that allows access. He must provide a list of the food trucks, and have crowd managers present inside and outside. Lt. Farrell stated he had no objections based on the layout. He requested 2 police details, or at least 1 police detail, and 2 security guards. George had no objections and asked Mr. Marcellus if he was using generators to supply power? Mr. Marcellus replied, that Mr. Torrey will let him know. George stated that all cords must be inspected, and they must apply for a stage permit.
He asked that Mr. Marcellus get a list of the food vendors to the building department ASAP, because they must be registered with the city. Chairman Uhlman stated that he spoke to Steve Torrey, and he said he would take care of everything. Commissioner Simpson asked Mr. Marcellus how he was going to police the alcohol service, and will he be using wristbands? He replied, checking ID’s and with the use of wristbands. They are planning to use Martignetti’s as the wholesaler for the event. All alcohol service will remain inside.
Commissioner Simpson asked Mr. Marcellus where will the people be walking? Mr. Marcellus replied, that it is during the day, so that people can enjoy a walking tour of the downtown area and art. They do not expect the same crowd as the cancer walk.
A motion was made by Commissioner Simpson to approve the permits pending the stipulation from the city departments. The motion was seconded by Commissioner Landerholm and made unanimous by vote of the members present.

Chairman Uhlman opened the meeting to the public and asked if there was anyone in favor or opposition, and if there were any elected officials that would like to be heard. He closed that portion of the hearing and opened it up to the Commissioners. Deputy Chief Weeks requested they have crowd manager’s present, and as long as the music is background level, he does not have any issues. Lt. Farrell
had no objections from the police department. George asked him to apply for food permits for the events. Chairman Uhlman stated they have never had any issues.
A motion was made by Commissioner Derome to approve the permits. The motion was seconded by Commissioner Simpson and made unanimous by vote of the members present.
5-0 - Hearing on a request from Our Lady of Lourdes Church for a Special One Day Permit to Sell Wine and Malt Beverages for a Fund raiser to be held at Our Lady of Lourdes Church-433 West Street on March 22, 2026, from 5:00 p.m. to 8:00 p.m.
Present was Mr. Tom Gillespie of 27 Prospect Road, Plympton, MA.
Mr. Gillespie stated he is applying for an alcohol permit for a fundraiser at church. Chairman Uhlman opened the meeting to the public and asked if there was anyone in favor or opposition, and if there were any elected officials that would like to be heard. He closed that portion of the hearing and opened it up to the Commissioners. Lt. Farrell had no objections from the police department. Deputy Chief Weeks requested a crowd manager.
George asked if they were serving food? He replied, no. Chairman Uhlman asked him where he is getting the alcohol? Mr. Gillespie replied, BYOB. Chairman Uhlman informed him that is not allowed in Brockton, and he must use a wholesaler. Mr. Gillespie asked the board if he could step away to make a
phone call.
A motion was made by Commissioner Landerholm to postpone the agenda item. The motion was
seconded by Commissioner Gerald and made unanimous by vote of the members present.
5-0 - Hearing on a request from Dominique Saintus for a Special One Day Permit to Sell Wine and Malt Beverages for a Cultural Spiritual Event to be held at 162 Main Street, on March 21, 2026, from 9:00 p.m. to 2:00 a.m.
Present was Mr. Dominique Saintus of 314 Lynn Road, Brockton, MA.
Mr. Saintus stated he was hosting an event for his 88 years old mother with friends and family.
Chairman Uhlman stated that this event is being held in the Protentis building, and asked him if it is
being held in the basement or 2″‘ floor? He does not believe it is wise to host an event for seniors in a
building with no working elevator. Chairman Uhlman opened the meeting to the public and asked if
there was anyone in favor or opposition, and if there were any elected officials that would like to be
heard. He closed that portion of the hearing and opened it up to the Commissioners.
Deputy Chief Weeks stated that he and the building department went to the location, and did a joint
inspection. They found blocked egresses, space heaters, spliced cords, no hand rails, debris, trash,
extension cords, and he can’t condone having anyone in there. Lt. Farrell stated that he has the same
concerns as the Deputy, and found that the egresses were rusted shut. George stated that they had
multiple violations, blocked pathways. Chairman Uhlman stated perhaps they can use a function hall,
because they are asking for trouble with those conditions.
A motion was made by Commissioner Simpson to approve the permit. The motion was seconded by Commissioner Derome. The board then voted by roll call with all Commissioners voting in the negative.
0-5 - Hearing on a request from Haitian Community Partners Foundation for a Special One Day Permit to Sell All Alcoholic Beverages for a Gala to be held at the Shaw’s Center-1 Feinberg Way, on April 18, 2026, from 6:00 p.m. to 11:30 p.m.
Present was Mrs. Marline Amedee of 21 Jordan Road, Halifax, MA.
Mrs. Amedee stated that they are a non-profit requesting a one-day liquor permit for a gala to be held at the Shaw’s Center. Chairman Uhlman opened the meeting to the public and asked if there was anyone in favor or opposition, and if there were any elected officials that would like to be heard. He closed that portion of the hearing and opened it up to the Commissioners. Chairman Uhlman stated that Councilor Jeffrey Charnel is in favor of the event.
Deputy Chief Weeks asked Mrs. Amedee what type of music they were using? Mrs. Amedee replied, DJ. He asked her if there is an outlet to cut-off the music. George replied, no. He informed her that the music must be soft enough to hear conversations, and asked her to coordinate with the building department. He requested they have 1 crowd manager per 250 people. Lt. Farrell had no objections from the police department, and requested they have 1 police detail.
George had no objections from ISD, and informed Mrs. Amedee that she must obtain a food permit for
the event. Chairman Uhlman stated they do have permission from the city, and was provided an
insurance rider from the non-profit organization to be placed in their file. Chairman Uhlman asked Mrs.
Amedee where they were getting the alcohol? She replied, Brockton Liquors.
A motion was made by Commissioner Simpson to approve the Permit. The motion was seconded by
Commissioner Lande rho Im and made unanimous by vote of the members present.
5-0 - Hearing on a request from Friends and Mentors, Inc., for a Special One Day Permit to Sell Wine and Malt Beverages for a Fund raiser to be held at Enso Gallery-SO Centre Street, Brockton, MA.
Present was Mr. Kenny Monteiro of 39 Orchard Avenue, Brockton, MA, and Mr. Jeremie Marcellus of 38 nelson Drive, Randolph, MA.
Mr. Monteiro stated they are a non-profit and they are renting out the gallery, granted he got the
license for alcohol for his own non-profit. Mr. Marcellus stated that Brockton Arts, Inc., will provide 2
crowd managers for the event. Mr. Monteiro stated they are hosting the fundraiser to raise funds for
their summer programs. They expect about 50 students, and will offer a cocktail making class, photo
booth, and will spend time with family and friends.
Chairman Uhlman opened the meeting to the public and asked if there was anyone in favor or opposition, and if there were any elected officials that would like to be heard. He closed that portion of the hearing and opened it up to the Commissioners. Deputy Chief Weeks asked Mr. Monteiro about the entertainment, and if it was background music? He replied, yes. He also requested they have a crowd manager present. There were no objections from the police department or !SD.
Chairman Uhlman asked him where he was getting the alcohol? He replied, they are collaborating with Brockton Arts, Inc. Mr. Marcellus stated they will be using Martignetti’s. They were instructed to contact the City Clerk’s office for a raffle permit.
A motion was made by Commissioner Derome to approve the permit. The motion was seconded by Commissioner Simpson and made unanimous by vote of the members present.
5-0 - Hearing on a request from Our Lady of Lourdes Church for a Special One Day Permit to Sell Wine and Malt Beverages for a Fundraiser to be held at Our Lady of Lourdes Church-433 West Street on March 22, 2026, from 5:00 p.m. to 8:00 p.m.

5-0 - Hearing on a request from D’ Veiga Clamor Throne Chairs, Inc., for a Special One Day Permit to Sell Wine Beverages for a Cape Verdean Women’s Day Event to be held at 186 Oak Street, on March 27, 2026, from 8:00 p.m. to 2:00 a.m.
Present was Mrs. Dilma Mendes of 206 Hathaway Street, New Bedford, MA.
Mrs. Mendes stated she is hosting a special day for Cape Verdean women on March 27, 2026. Chairman Uhlman opened the meeting to the public and asked if there was anyone in favor or opposition, and if there were any elected officials that would like to be heard. He closed that portion of the hearing and opened it up to the Commissioners. Deputy Chief Weeks had no objection from the fire department, and requested they have 1 crowd manager present. Mrs. Mendes asked him what he was requesting? and he stated she was informed in the past on how to obtain a crowd manager certificate.
He told Ms. Mendes that he would send an inspector to the establishment to ensure that she has
completed the training, and she can show him the certificate. Lt. Farrell had no objections from the
police department. George asked Mrs. Mendes if the event is ticketed they must maintain the
occupancy of 49. Chairman Uhlman asked Mrs. Mendes where she was getting the alcohol? She replied, Brockton Liquors. There will be no food just drinks, and a DJ.
A motion was made by Commissioner Simpson to approve the permit per the stipulations of the fire department. The motion was seconded by Commissioner Landerholm and made unanimous by vote of the members present.
5-0 - Hearing on a request from D’ Veiga Clamor Throne Chairs, Inc., for a Special One Day Permit to Sell Wine and Malt Beverages for a Wedding to be held at 186 Oak Street, on April 4, 2026, from 6:00 p.m. to 1:00 a.m.
Present was Mrs. Di Ima Mendes of 206 Hathaway Street, New Bedford, MA.
Mrs. Mendes stated she is requesting a one-day alcohol license for a wedding. Chairman Uhlman opened the meeting to the public and asked if there was anyone in favor or opposition, and if there were any elected officials that would like to be heard. He closed that portion of the hearing and opened it up to the Commissioners. Deputy Chief Weeks asked Mrs. Mendes how many people are expected to attend? She replied, 49. He requested they have 1 crowd manager present.
Chairman Uhlman asked Mrs. Mendes if they will be serving food? She replied, yes. George informed her that she must apply for a food permit, and they must be serve-safe certified. She replied, that Tania’s Bakery is providing the cake, and she is an established business. Chairman Uhlman informed Mrs. Mendes that it is against the law to bring food to a venue without the proper permits. Mrs. Mendes replied, that means everyone will be closed down for hosting events in the city.
A motion was made by Commissioner Simpson to approve the permit pending she obtain a crowd management certificate and food permits. The motion was seconded by Commissioner Landerholm. The board then voted by roll call with three commissioners voting in the affirmative and one Commissioner voting in the negative.
3-1 - Hearing on a request from Doyle’s on the Green, LLC for a renewal of a Common Victualer license and Seasonal Golf Course-One Day licenses at D.W. Field Golf Course-331 Oak Street, Brockton, MA.
Present was Ms. Ann Ferrari of 229 Vernon Street, Bridgewater, MA.
Mrs. Ferrari stated she has been renewing her Common Victualer and One-Day licenses for the past six
years, and she is requesting the board’s approval for the 2026 season. Chairman Uhlman opened the
meeting to the public and asked if there was anyone in favor or opposition, and if there were any
elected officials that would like to be heard. He closed that portion of the hearing and opened it up to
the Commissioners. Deputy Chief Weeks stated that there were some issues with the hood and fire
extinguisher.
Lt. Farrell had no objections from the police department. George stated he had the same concerns as the fire department, other than that he had no objections from ISD. Mrs. Ferrari stated that Tim
Carpenter is the one that takes care of those issues. Chairman Uhlman informed Mrs. Ferrari that she has gone over the allotment of days, and stated it must be adjusted to 245 days. Mrs. Ferrari replied, that is fine they can start on April 1, 2026 to November 30, 2026.
A motion was made by Commissioner Landerholm to approve the renewal of the Common Victualer license and the Seasonal Golf Course-One Day licenses pending inspections from fire. The motion was seconded by Commissioner Derome and made unanimous by vote of the members present.
5-0 - Hearing on a request from Estrella, Inc., dba Casa Vallarta Family Mexican Restaurant to amend an existing Entertainment license at 600 Oak Street, Brockton, MA.
Present was Mr. George Ramos of 610 Oak Street, Brockton, MA.
Mr. Ramos stated that the fire department is scheduled to go to the restaurant tomorrow morning for an inspection, and if it passes they can amend the license. Chairman Uhlman opened the meeting to the public and asked if there was anyone in favor or opposition, and if there were any elected officials that would like to be heard. He closed that portion of the hearing and opened it up to the Commissioners. Deputy Chief Weeks stated that a music shut-off must be installed and inspected.
Lt. Farrell had no objections from the police department. George had no objections from ISD, as long as they apply for the proper permits.
A motion was made by Commissioner Simpson to approve the amendment to the Entertainment license pending fire inspection. The motion was seconded by Commissioner Landerholm and made unanimous by vote of the members present.
5-0 - Hearing on a request from Zorsan Motors Corp. to amend an existing parking plan at 8 Montello Street, Brockton, MA.
Present was Ms. Susan Farris of 1186 Washington Street, Canton, MA.
Ms. Farris stated the company applied for an amendment to their existing parking plan, and they were
asked to make changes to the parking plan that was previously submitted. Chairman Uhlman opened
the meeting to the public and asked if there was anyone in favor or opposition, and if there were any
elected officials that would like to be heard. He closed that portion of the hearing and opened it up to
the Commissioners. There were no objections from police or fire. George stated there are to be no
rentals on the property.
Chairman Uhlman informed Ms. Farris that the compact car space must be removed, and they will now
be allowed a total 56 cars on the property. He also thanked Ms. Farris for the professional plan.
A motion was made by Commissioner Simpson to approve the amendment to the existing parking plan
with a total of 56 cars maximum on the property and the removal of the compact car. The motion was
seconded by Commissioner Landerholm and made unanimous by vote of the members present.
5-0 - Hearing on the request from Father Bill’s & Mainspring, Inc., for a Lodging House license at 124 Manley Street, Brockton, MA.
Present was no one.
A motion was made by Commissioner Simpson to move the agenda item to the end of the meeting. The motion was seconded by Commissioner Landerholm and made unanimous by vote of the members present.
5-0 - Hearing on a request from Mirtha Hinostroza, dba Peruvian Restaurant, Manager-Mirtha Hinostroza makes application for a Transfer of a Wine and Malt Restaurant license at 55 City Hall Plaza.
Present was Ms. Mirtha Hinostroza and Ms. Yeimmy Flores of 52 Portland Street, Brockton, MA.
Ms. Flores stated that she is speaking on behalf of her mother Mirtha due to a language barrier. Her mother is transferring the liquor license from Angel Hinostroza, and she will be on the property the whole time. Chairman Uhlman opened the meeting to the public and asked if there was anyone in favor or opposition, and if there were any elected officials that would like to be heard. He closed that portion of the hearing and opened it up to the Commissioners.
Deputy Chief Weeks stated he made three attempts to inspect, and was unable to get in. Lt. Farrell had no objections from the police department. George stated they must get a COi, and should contact the building department. Chairman Uhlman asked them who is Angel, and is he remaining at the North Main Street location? She replied, yes and he is her grandfather. He also informed them that the lease says no cooking on the property. Ms. Flores stated they are in the process of renewing the lease, and will get it corrected.
Commissioner Simpson stated that sometimes the leases are a standard lease agreement, and it may be a mistake.
A motion was made by Commissioner Simpson to approve the Transfer of the Wine and Malt Restaurant license pending a new lease agreement, and inspections. The motion was seconded by Commissioner Landerholm and made unanimous by vote of the members present.
5-0 - Hearing on a request from MJ Auto Body, Inc., for a Class II Used Car Dealers license at 24 Washburn Avenue, Brockton, MA.
Present was Mr. Jose Pires of 3 Cedar Brook Circle, Holbrook, MA.
Mr. Pires stated he has operated MJ Auto for 26 years, and he is applying to sell cars. Chairman Uhlman
opened the meeting to the public and asked if there was anyone in favor or opposition, and if there
were any elected officials that would like to be heard. He closed that portion of the hearing and opened
it up to the Commissioners. Deputy Chief Weeks had no objections from the fire department. Lt. Farrell
had no objections from the police department, but he did notice that the 8 spots were not delineated.
George had no objections from ISD. Chairman Uhlman stated that he went by there today, and asked Mr. Pires how he has the room to sell cars, with a repair business at the same location? Mr. Pires replied, he would like to obtain a license to buy cars at the auctions. Chairman Uhlman stated he saw 14 cars there, and he is on a dead-end street. There is no way you can pull-in there. Mr. Pires replied, that he was told he can’t buy cars without a Class II license.
Commissioner Landerholm asked Mr. Pires how many cars is he allowed on the property per his repair license? He replied, he believes 20 including the garage license. Chairman Uhlman informed Mr. Pires that he must provide a plan that shows where all of the cars are located, auto body, repair, garage, and for sale. At this point the board does not have enough information to vote.
A motion was made by Commissioner Simpson to postpone the agenda item to the May meeting. The motion was seconded by Commissioner Derome and made unanimous by vote of the members present.
5-0 - Hearing on a request from Project Ashburnham, Inc., dba PA’s Village Liquors, ManagerKevin Fleurimond makes application for a Transfer of an All Alcoholic Beverages Package Store license, Pledge of Inventory and Pledge of license at 469 Centre Street, Brockton, MA.
Present was Attorney Vrokos of 480 Turnpike Street, South Easton, MA, and Mr. Fleurimond of 51
Snapping Bow, Plymouth, MA.
Attorney Vrokos stated PA’s Liquors is purchasing the liquor store at 469 Centre Street. Mr. Fleurimond and his wife will manage the business. Mr. Fleurimond worked in the pharmaceutical industry which is heavily regulated for many years. They have their TIPS Certifications, and have taken alcoholic beverages training, and will utilize a scanning machine for ID’s. There will be no changes to the hours of operation.
Chairman Uhlman opened the meeting to the public and asked if there was anyone in favor or
opposition, and if there were any elected officials that would like to be heard. He closed that portion of
the hearing and opened it up to the Commissioners. Deputy Chief Weeks stated there is no rear egress,
and the roll-up door does not constitute an egress. George informed them that the Uhual rental
business being run out of there and must be removed.
A motion was made by Commissioner Simpson to approve the Transfer of an All Alcoholic Beverages
Package Store license, Pledge of Inventory and Pledge of license at 469 Centre Street, Brockton, MA. The
motion was seconded by Commissioner Landerholm and made unanimous by vote of the members
present.

Present was no one.
A motion was made by Commissioner Simpson to move the agenda item to the end of the meeting. The
motion was seconded by Commissioner Landerholm and made unanimous by vote of the members
present.
5-0 - Hearing on a request from Joao Pereira and Esmeralda Andrade, dba JP Auto Repair for a Class II Used Car Dealers license at 77 North Main Street, Brockton, MA.
Present was Mr. Joao Pereira and Esmeralda Andrade of 48 N. Belcher Avenue, Brockton, MA.
Ms. Andrade stated they would like to get a used car dealers license. Chairman Uhlman opened the meeting to the public and asked if there was anyone in favor or opposition, and if there were any elected officials that would like to be heard. He closed that portion of the hearing and opened it up to the Commissioners. Deputy Chief Weeks had no objections from the fire department, and stated the location does not have a lot of parking. Lt. Farrell had no objections from the police department.
George stated some of the spaces are tight. Chairman Uhlman informed them that he spoke to the landlord and he said he will not allow them to put a dealership at that location. There is no space to put any cars, you can’t even get down the alley, and there is an easement. The police have removed cars from the church parking lot on numerous occasions. The request is not a good fit, and not in the best interest of the city.
A motion was made by Commissioner Landerholm to approve the Class II Used Car Dealers license. The motion was seconded by Commissioner Derome. The board then voted by roll call with all members voting in the negative.

A motion was made by Commissioner Derome to take the agenda items collectively. The motion was
seconded by Commissioner Landerholm and made unanimous by vote of the members present.

seconded by Commissioner Landerholm and made unanimous by vote of the members present.
