Mayoral Proclamation
WHEREAS, Congressman Stephen Lynch has demonstrated a longstanding commitment to the City of Brockton through effective leadership, advocacy, and service on behalf of its residents and businesses, while serving as a steadfast champion for veterans, first responders, affordable housing initiatives, and the City’s senior population; and
WHEREAS, Congressman Lynch was a primary proponent of the City receiving the American Rescue Plan Act (ARPA) funding which supported projects including renovations to the Brockton City Hall, Council on Aging, the War Memorial, and the Cosgrove Memorial Pool, the biosolids sludge dryer project, improvements to ten playgrounds, and vital support for charitable organizations; and
WHEREAS, Congressman Lynch, through dedicated advocacy, helped secure millions of dollars in federal funding for the Brockton Area Transit Authority (BAT), strengthening public transportation access and mobility for residents, workers, and visitors; and
WHEREAS, Congressman Lynch supported the expansion of the Brockton Neighborhood Health Center through $1 million in Congressional Priority Funding, adding 17 new treatment rooms and expanding services for substance use disorder treatment, psychiatric care, and infectious disease prevention; and secured additional federal support for the Brockton Neighborhood Health Center pharmacy, improving access to affordable medications; and
WHEREAS, Congressman Lynch has promoted dialogue and action on housing through engagement with local leaders and participation in housing initiatives; and
WHEREAS, Congressman Lynch has championed initiatives such as the Student Loan Repayment Program for medical professionals, strengthening the healthcare workforce serving Brockton residents; and
WHEREAS, Congressman Lynch provided critical assistance during the COVID-19 pandemic through the delivery of supplies to City hospitals and first responders during a time of urgent need; and
WHEREAS, Congressman Lynch secured federal funding to equip Brockton’s new Public Safety Complex with modern technology and furniture, strengthening emergency response and public safety services; and
WHEREAS, Congressman Lynch secured investments in roadway and signalization modernization which will improve safety through reconstruction, ADA-compliant sidewalks, and new traffic signals, while supporting downtown economic growth.
NOW, THEREFORE, I, Robert F. Sullivan, as Mayor of the City of Brockton, hereby proclaim today, December 22, 2025 in the City of Brockton as:
