American Rescue Recovery Act Coronavirus Local Fiscal Recovery Funds
Phase I Allocation – $2,000,000
Date of Notice: December 10th, 2021
The United States Department of the Treasury has issued an Interim Final Rule (31 CFR Part 35) to implement the Coronavirus Local Fiscal Recovery Fund established under the American Rescue Plan Act. Funds may be used in five key areas: support public health recovery and services; address negative economic impacts caused by the public health emergency; replace lost public sector revenue; provide premium pay for essential workers; and make investments in water, sewer, and broadband infrastructure. Funds must be used to address the negative economic impacts of COVID-19, aid households negatively economically impacted by COVID-19 and primarily in Qualified Census Tracts (QCT’s).
Phase I of the Coronavirus State and Local Recovery Funds will be administered by the City of Brockton consistent will all Treasury guidance, 2 CFR 200, and federal, state, and local procurement laws. Phase I will be from February 21st, 2022- January 29th, 2023. Phase II will be launched at a later time.
The City of Brockton will consider allocation of the Phase II funds to existing ARPA proposals that were not funded in Phase I. Applicants that are not funded will be required to re-submit an application during the next award period.

Who is eligible to apply?
Brockton focused nonprofit organizations, or an organization that is exempt from Federal income taxation and that is described in section 501 (c)(3) of the Internal Revenue Code, and faith-based organizations.
ARPA Criteria
Proposals will be reviewed by an ARPA Committee consisting of City staff. Applicants will be scored based on an evaluation rubric. Recommendations based on these scores are then presented to the Mayor. All applicants will be scored fairly and equally no matter the size of the organization.
