A dual Expanded Environmental Notification Form (EENF) and Proposed Environmental Impact Report (EIR) has been submitted to the Massachusetts Environmental Policy Act (MEPA) office for this project. The project requires the preparation of an EIR in accordance with 301 CMR 11.06(7)(b) of the MEPA regulations because it is located within one or more Environmental Justice (EJ) populations. The Proponent, the City of Brockton, has requested that the Proposed EIR be rolled over in accordance with the MEPA regulations at 301 CMR 11.06(13). The Proponent has also requested a Phase 1 Waiver in accordance with 301 CMR 11.11 for improvements at the existing Tower Hill Parking Lot (further described below).

The project consists of improvement to facilities within the 443-acre D.W. Field Park, although the limit of work within the Park is approximately 29 acres. As described in the EENF/Proposed EIR, the internal D.W. Field Parkway (roadway) was constructed without any stormwater management facilities; as such, the majority of stormwater generated by the Parkway currently flows via paved swales untreated, directly into nearby wetland resources. The project consists of improvements to the Parkway and the Tower Hill Parking Lot, as well as stormwater improvements. Approximately 4,800 ft of the existing Parkway will be reconstructed to provide a dedicated 12-foot wide vehicular way, and a 10-foot wide shared use path separated by a water quality swale.

The Tower Hill Parking Lot improvements (the Phase 1 work) includes redesigning the parking lot to include more efficient parking, green stormwater infrastructure, and recreational facilities such as sidewalks, picnic tables, and playground equipment. The number of parking spaces at this location will be reduced from approximately 53 informal spaces to 18 spaces, including two (2) handicapped spaces.

The EENF/Proposed EIR indicates that the project will result in the alteration of 29.08 acres of land, a net increase in impervious surface of 0.60 acres (for a total of 12.6 acres within the site), a reduction in parking spaces by 32, and the alteration of 46,679 sf of Bordering Land Subject to Flooding and 48,026 sf of Riverfront Area.

As noted above, the project requires the submission of an ENF and EIR pursuant to 301 CMR 11.06(7)(b) because it requires a State Agency Action, exceeds a MEPA review threshold, and is located within 1-mile of an EJ community. Based on the information provided in the EENF/Proposed EIR, the project exceeds the following ENF thresholds:

• 301 CMR 11.03(1)(b)(1) – the direct alteration of 25 or more acres of land

According to the EENF/Proposed EIR, the project involves the following Agency Actions:

• Financial Assistance – MVP Program
• Financial Assistance – PARC Grant

An evening remote meeting will be held on Wednesday, July 1^st to receive advice and comments from agencies, officials, and members of the public regarding which environmental issues, if any, are significant for this project. Opinions as to the extent and significance of possible environmental impact will be welcome. Interpretation services will be provided in Haitian Creole and Cape Verdean Creole automatically. Interpretation services in Brazilian Portuguese and Spanish will be provided upon request; requests should be sent to Scott Turner ([email protected]) by 5pm on June 29, 2026.
