5 or more outstanding tickets that have been noticed, and are past the due date. Handheld shows subject to tow and hold;

Parking Enforcement Officer contacts the Brockton Parking Authority (BPA) Office for the tow (unless on a Friday out of courtesy).

BPA informs tow company that all outstanding tickets have to be paid prior to releasing the vehicle and has to show a zero balance from Kelley & Ryan Associates. Acceptable forms of payment are cash, bank check or money order.
