PROGRAM YEAR (PY) 2026 ANNUAL ACTION PLAN

The Annual Action Plan is a one-year document addressing available federal block grant funding the city receives through the Community Development Block Grant and HOME Program as an entitlement community. The PY26 Annual Action Plan addresses how the funding will be used to fulfill the City’s Five-Year Consolidated Plan priorities.

As part of its Annual Action Plan process, the Department of Planning and Economic Development invites you to learn about the federal funding the City receives as an entitlement community through the U.S. Department of Housing & Urban Development.

Part of this effort included public meetings in June 2026, when the DPED held community forums and one public meeting to explain the CDBG and HOME programs and hear the community’s ideas about how these federal funds could be used to serve the needs of Brockton residents, particularly those of low and moderate incomes, over the coming year. The public meeting process also coincides with the beginning of the annual application process for CDBG and HOME federal funds.

The application period for the FY2026 competition is now closed.

The DRAFT Annual Action Plan for FY2026 is made available for a thirty-day (30-day) public comment period running June 29, 2026 – July 29, 2026. A Public Meeting for the Draft Annual Action Plan will be held via ZOOM on July 7, 2026. Below is the information required to join the ZOOM meeting:
